I think your PSU might be the cause there my friend. Unfortunatly, you would not get a video signal if there is not enough power going to the card.

To test this out, unplug all the power connectors from your HD/CDROM/Floppy/Lights/ etc.... just leave power cables running to your mobo / videocard pluged in.... then try firing up the system... It will obviously not Boot properly, but if you get a video signal, the PSU is your issue....
