Really, any sas raid controler would be fast enough, the cache doesn't need to be very fast, and you only need more that 512 mb if your running a server (constant data transfer) really it's the speed of the drives and how they'll perform the raid controler in a non-server situation doesn't really affect speed and no they do not make a raid controler with DDR3 that's overkill.

About the only current laptops with a serial port that I know of are the Dell Latitudes and, yes they are well under one grand.
All I know is that its not a nanosuit and that its not that suit the military is working on. (the latter suit can lift like 300lb and is currently functional)
