I was ripping MPEG-4 files from digital desk. These are old family movies that have been converted to MPEG 4. I use Movie Maker to edit the movies and "publish" them to CDs. Therefore I can watch the ripped movies (that have been edited) on TV sets and computers. I am not preparing the movies for use on smart phones etc.

I'm confused. Did you answer your own question?

Are you asking ways on how to edit captions etc to your picture movie/CD?
