I don't think Apple wants to take the risk of manufacturing their own chips. It's too expensive and the company could never survive by producing only their own, they would have to produce for the competition to have it not bleed money. This is why Samsung and others produce for more than themselves.

Its interesting to watch since there seemed to be reports as mentioned in the article of apple wanting to reduce dependency on samsung. As your comment mentions maybe they realize the risk involved and are either A. doing what this article mentioned or B. along that thought they are slowly moving into the in house processor creation. or possible C. is that they also realize that samsung has such lead in this might as well just suck it up and use samsung to produce its future phones.
