In CPU-Z It says Specification: Intel(R) Core(TM)2 Quad CPU @ 2.66GHz which is correct, but all my games and applications say it's running at 2.13GHz... why is that?

In the general tab of my System Control Panel it also says the CPU is running @ 2.66GHz, but then right below it says "2.13GHz, 2.00 GB of RAM"

I'm just so confused. Why am I getting two different numbers for clock speed? Technically it says @ 2.66Ghz, but all my programs say it's only running at 2.13. Please help

Sounds like your proccessors multiplier is running @ 8 instead of 9 like it should be by default.

go into the Bios and change the multiplier, what type of chip set do you have?

I'm running the evga nforce 680i sli spp chipset. I went into the bios and set the clock multiplier from 8 to 9x and now it's reading at 2.40ghz. Should I put it up one more to 10? My processor is water cooled, but that shouldn't even be considered overclocking anyways since it's supposed to run at 2.66ghz, right? I'm just curious why I need to raise the multiplier just to achieve the clock speed it says it is

I think the 680i chipset is set that stock, mine was also. If it will let you go to 10 then go for it, it will be a small OC but it can handle it.
