I usually shy away from TN because they have poor blacks and color:contrast ratio but they have very low refresh rates so they're usually good for gaming. IPS/PLS/AH-VA have better color:contrast ratio and better viewing angles but not much improved blacks.
VA provides the best blacks but at the cost of colors and refresh rates. (I'm not talking 60hz, I'm talking about times like 8ms or 1ms, the time it takes for the screen to refresh itself); if you're looking for a good screen under 50", you should look for a TN screen because an IPS or a VA is likely to cost more but be forewarned that manufacturers inflate contrast ratios for selling points so you'll have to do a lot of research on the matter.
Whatever you choose is up to you, just make sure it's the right choice.
My biggest beef would be latency quality. Is there something more I can do to improve latency with what type of PC monitor I get?

TN provides the least latency of any monitor. (You can even get a monitor that has 1ms latency.) You may have to forgo colors and black levels though but for gaming, it will do.
