This is getting ridiculous. The whole point of the internet is to share information.
The way the internet works, even with a VPN, is to associate activity/requests for specific information from specific programs of a device with the right information right back to the user.
In order for the information sent back to you be as accurate as it can be, servers must uniquely identify your request and a variety of information you may not be aware of is needed to fulfill your request for specific information in addition to what you explicitly shared before the request was made.
This is especially true for something like Geocoding. While some information can be approximated, it's almost always usually in the best interest of users for your device give additional information if it can through its geolocation capabilities via things like its gyroscope and etc.
It's borderline moronic for China to say the iPhone does too good of a job giving such useful information to the user accurately and efficiently as much as it possibly can, especially if you consider the fact many, rival phones have such features without such rating by the China government.
