I have a very old Celeron 500Mhz with a mobo without AGP slot, and i want to buy the best option available for it, so which one would you say is the best PCI GPU ever?

It wouldnt be worth putting the "best PCI GPU ever" in that system.

What are you going to be doing with this system? It really cant handle much of anything except for browsing internet and sending emails.

The Best PCI video card ever is the Radeon X1300, which was just released by power color.

xtremeskier97, you are right, but i was hoping to upgrade that system to at least a AMD Athlon XP @1.5 Ghz and 256MB RAM, so i can at least play in a LAN network with my A64 games like NFS:U2...

Well if you are going to upgrade the system to an Athlon XP 1.5GHz...then you will need a new mainboard anyway. So....get one with an AGP slot and get a better video card.
