Yes I unplugged everything and cleaned them out

It's really weird because I get high frames without vsync 100+ with constant stutter

but with vsync on it's better but it drop below 60 all the time and gives me lag

Yeah, VSync does that. Caps your FPS to the refresh rate of your monitor (assuming it knows the refresh rate for your monitor, back in the DVI days you might have to actually install a specific driver for monitors higher with non-standard (more than 60Hz) refresh rates).

If the cables are fine, and changing the game settings has that much of a noticeable effect on your smoothness, I would, again, recommend using the "Optimized" settings suggested by AMD Gaming Evolved (which should have come bundled with your driver install).

I understand all that, just don't understand why it keeps dropping below 60 with vsync on

it makes no sense, it's like i'm struggling to get 60 frames and that isn't the case

It is possible, but in my experience unlikely. These devices tend to be very, very power sensitive. If something in wrong with the PSU, typically the card will cease to function completely, or if you're really unlucky, it'll fry whatever you plug into it.

Given that your Mobo is working, and changing the cables and ports on the PSU doesn't seem to be helping anything. I'm highly inclined to believe you're dealing with a software issue.

step 2 run malewarebytes(i read something bout a year old a guy had a trojan bitcoin miner so try to rule that out)

step 3 lastly in amd radeon crimson was known as ccc apply frame rate target control lower to what you like. between 60 and 70 is good.

I would 100% return this and instead pick up a 390. Not only will it run cooler and quieter, but its also DX12 ready. Its the same price or cheaper.

I have an XFX R9 390 and its quiet as could be and have zero issues with any games so far.. I did have a 270 in it before and could run BF4 fine with that card (vsync on)
